COUNCIL OF EUROPE WORKSHOP ON IMPROVING THE AGENCY'S ACTING ON COMPLAINTS AND THE LEGAL FRAMEWORK FOR ACTING AND SANCTIONING

As part of the implementation of the project "Combating Economic Crime in Serbia", funded by the Kingdom of Sweden through the Swedish International Development Cooperation Agency (SIDA) and implemented by the Council of Europe, a "Workshop on Developing the Agency for Prevention of Corruption Procedures for Acting on Citizen Complaints and the Legal Framework for Acting and Sanctioning Violations of Anti-Corruption Laws" was held from March 25 to March 26, 2026 for employees of the Agency for the Prevention of Corruption.

In the introductory speeches, Vesna Lazarević, a member of the Agency's Council, addressed participants on behalf of the Agency, highlighting the importance of the project and expressing particular gratitude to the experts for the documents they produced. She also referred to the successful cooperation that the Agency and the Council of Europe have developed over the years.

The workshop presented the draft documents "Improving the Efficiency and Transparency of the Acting on Complaints by the Agency for Prevention of Corruption of the Republic of Serbia" and "Review of the Penal Provisions of the Law on the Prevention of Corruption and the Law on Financing Political Activities, as well as the Administrative Procedures of the Agency for the Prevention of Corruption Related to Violations of These Laws". These documents contain key findings and recommendations for improving the legal and institutional framework in the field of corruption prevention and were prepared by Council of Europe experts Claudia Gambellini and Valts Kalnins.

Key findings regarding the legal framework for acting on citizen complaints, as well as recommendations for their improvement, were presented at the workshop. The legal framework for acting and sanctioning violations of the Law on the Prevention of Corruption and the Law on Financing of Political Activities was also discussed.

The experts’ conclusions and recommendations will serve as a basis for the further development of procedures and the improvement of the Agency's work practices.
